Capacity to manage risk
Project management consultancy (HSEQ) for IPMT, PMC and EPCM delivery — international, multi-sector experience on mega construction projects.
Who we are
KgaboKoena Consultancy HSEQ (Pty) Ltd is a registered professional HSEQ consultancy providing comprehensive HSE project management consulting services. We work across all stages of the construction project lifecycle in multiple sectors — civil, power, marine and petrochemical projects, as well as industrial operations.
Our practice is led by Motshwane Setshedi, a seasoned HSE leader with 27+ years of multidisciplinary experience, of which 22 years are focused on construction HSE. That record spans nine years with Saudi Aramco's Operational Excellence & Compliance Group on major gas facilities, and eleven years of mining infrastructure delivery for Anglo American and Northam Platinum.

Move beyond conventional lines of thought.
- 03
Consider a wide array of possibilities and perspectives.
- 04
Focus on possibilities rather than constraints.
- 05
Embrace uncertainty and foster a culture of transparency.
- 06
Ensure risk management adds value to the goals rather than creating unnecessary bureaucracy.
- 07
Balance engineering, design, procurement, supply chain, technical and soft skills, safety, health, environment, quality, wellbeing and situational awareness so that residual risk is constantly managed.
How we operate
Design-led risk management
A methodical approach that positions designers as the primary source of HIRA, materially reducing construction-stage risk.
Competency and training
A structured, auditable approach aligned to project design, procurement and execution, with training built to develop situational awareness and a proactive safety mindset.
Exemplary behaviour
Open dialogue, transparency, coaching, accountability, ethics, and reward and recognition programmes that support a strong safety culture.
Verification and correction
Continuous tracking, verification and early corrective action to align plans with actual site processes.
Operational excellence
Mentoring, best-practice adoption and measurable performance indicators.
Mental wellness
Clear communication plans that reduce human error and psychosocial hazards.

On the project
- Maintaining project-level HSE strategy and compliance across the scope of work.
- Ensuring legal and HSE compliance by providing all required HSE management services.
- Managing critical interfaces between the project and adjacent projects for coordinated HSE delivery.
- Integrating contractor and supply chain performance and capability across the project lifecycle.
- Supporting project design and scope-of-work implementation, embedding health and safety in the delivery strategy.
- Collaborating with designers and engineers in HIRA and risk-review workshops to identify and communicate residual risks.
- Overseeing provision of pre-construction information and maintaining residual risk registers for contractor handover.
Collaborative and enabling
Collaborative and enabling. Mobilise participation across leadership, middle management, supervision and frontline workers rather than relying on enforcement.
Communication-led engagement. Use targeted training, consultation and culturally aware communication to secure buy-in and participation.
Practical focus. Apply the 80/20 principle to prioritise site presence and operational control while minimising unnecessary administration.
